OSSAA - How to Become an Official

1.) Register with the OSSAA - $64 Enrollment Fee (yearly) - $32 if rookie (1st year only) https://ossaa.arbitersports.com

2.) If you want to do school ball from 7th grade through High School, you will also want to register with a local association - OASO. See the link below for our OASO Arbiter registration (different from OSSAA)

​3.) Take and Pass Part I of the NFHS Basketball Test - 75% minimum to pass (Yearly) - under the Eligibility tab on OSSAA Arbiter.

​To officiate INBC Basketball, that is all you have to do, other than register for free with www.HorizonWebRef.com - this is the software used to assign INBC basketball officials. The association number is 205483 when prompted. Download the app as well HorizonWebRef

​To do School/HS Basketball, you will need to do these:

​4.) Attend a State Rules Meeting (or watch it online) - (Yearly)

​5.) Attend at least 3 local association meetings (such as www.oasa.info)

Meetings will start on October 1st, 2025 at Scheels Sporting Goods, Training Center (2nd Floor of Scheels), 6 pm for the 2024-2025 season - only required for school ball but recommended for all levels of officials.

​​To work the playoffs, you must also:

6.) Take and pass the Concussion Certification class online at (Yearly) OSSAA Concussion Guidelines under the Eligibility on OSSAA Arbiter.

7.) Take and pass the Heat Illness Certification class online at www.nfhslearn.com (1 time in your career)

8.) Take the Implicit Bias Course class online at www.nfhslearn.com (1 time in your career)

9.) Take and Pass Part II of the NFHS Basketball Test - 75% minimum to pass (Yearly) (under the eligibility tab on OSSAA Arbiter)

10.) Set up an account at RefPay on OSSAA Arbiter

If you want the opportunity to be assigned games by the OASO, you will need to register with the OASO (through Arbiter) below - this is not the same as registering with the OSSAA as that is separate. Here is the link, plus instructions on how to register ($35 yearly fee)
